Overview
The Chief of Staff for the Human Services cabinet is responsible for supporting the strategic vision of the cabinet, building an effective and healthy team culture, improving cabinet operations, supervising cross-cabinet mayoral initiatives, and managing progress toward cabinet-wide goals. The Chief of Staff will be responsible for performing a variety of advanced professional duties and analytical projects for the cabinet leadership; relieves the Deputy Chief of administrative detail; and represents cabinet leadership at internal and external meetings as needed.
Responsibilities
Duties are performed under the general direction of the Deputy Chief. Handles a wide range of projects and departmental matters of importance, including:
Strategic Thinking and Planning
- Leads various strategic initiatives, including the Cabinet’s identified priorities, operations of the Human Services Office, and special projects.
- Assists in the development and maintenance of organizational policies, protocols, and procedures in every aspect of the department.
- Works with cabinet leadership on systemic efficiencies, strategy development, and organizational coordination.
- Creates accountability structures to ensure each program or initiative of the cabinet is working towards measurable goals and tracks progress toward those goals.
Supervision and Leadership
- Supervises cabinet team members who manage strategic partnerships, grants, and mayoral priorities.
- Ensures the development of staff via professional development opportunities.
- Supports the management goals of the cabinet leadership team, ensuring adequate resources and infrastructure to achieve goals.
- Serves as a member of the cabinet’s senior leadership team.
- Supervises projects on behalf of cabinet leadership that involve department heads and/or senior-level staff.
- Advocate for staff and/or offer feedback when necessary.
- Works in a confidential capacity with cabinet leadership.
Communication
- Serves as the Cabinet Leadership’s liaison with cabinet personnel and community partners to ensure information flow to and from the Cabinet Leadership.
- Prepares and/or contributes to preparing reports, briefings, presentations, and responses on institutional and strategic issues, as appropriate.
- Builds (reactive and proactive) information flow systems to ensure that staff and community members are well informed of relevant decisions and plans.
Minimum Entrance Qualifications
- At least five plus years of relevant work experience: project management experience, designing and implementing human service programs, and working within city/municipal government.
- A Bachelor’s degree in business, public administration, management, communications, marketing, or a related field is preferred, and may be substituted for up to two years of relevant experience.
- Experience in building and managing teams.
- Proficiency in Microsoft applications and Google Suite.
- Ability to perform complex tasks and manage multiple projects.
- Strong prioritization skills, performing multiple tasks seamlessly with impeccable attention to detail.
- Excellent time and project management, analytical, and problem-solving skills.
- Demonstrated leadership, organizational, and management skills.
- Advanced analytical, evaluative, and objective critical thinking skills.

- Bilingual preferred (Spanish, Haitian Creole, Cape Verdean Creole, Chinese, and Vietnamese).
- Must be able to work a flexible schedule, which may include evenings and/or weekends.
- Excellent oral and written communication and organizational skills.
- Ability to exercise good judgment and focus on detail as required by the job.
- Familiarity with state and local government operations and processes is preferred.
- Criminal Offender Record Information (C.O.R.I.) and Sexual Offender Record Information (S.O.R.I.) Check Required.
- A MA Driver's License is required.
