Position Overview/Duties
This is a Direct Hire Authority (DHA) solicitation using the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
The position serves as the Occupational Health Nurse (OHN) for New England District of the U.S. Army Corps of Engineers.
Provides direct support for the development, implementation, and administration of the District’s Occupational Health Program. Ensures the District Occupational Health Program is in compliance with the following regulations, policies, and/or guidance: Occupational Safety and Health Administration (OSHA); Department of Defense (DOD); U.S. Army Corps of Engineers (USACE); and also adheres to standard medical practices. Serves as consultant on occupational health-related matters and as subject matter expert (SME) and point of contact for District Safety and Occupational Health Office personnel, physicians, nurses, and other health related professionals. Responsible for managing employee medical record and maintaining physical security of said medical records. Provides basic direct care services and limited emergency medical support if needed. May assist Safety and Occupational Health professionals with Occupational Health Site Surveys, training, and Health Prevention and Promotion measures. Establishes and secures supplies for on-site nursing station. Performs limited on-site medical screening of personnel. Provides immunizations when required. Coordinates with local medical facilities for needed services. Maintains log of medical treatment. Provides daily non-medical sensitive written report to on-site Safety Occupational Health (SOH) Manager.
Minimum Education Requirement
Basic Requirement for Nurse (Occupational Health):
Degree: A graduate or higher level degree, bachelor’s degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.).
Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination.
Foreign Degree: A degree from a Foreign Nursing School.Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.
Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.
Active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Minimum Experience Requirement:
In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level.
Professional Nursing Experience: One or more full years of professional nursing experience which includes includes conducting health assessments or physical examinations, interpreting lab results, and treating job related injuries or illnesses. This definition of professional nursing experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

- This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

- Must receive and maintain current certification by the Council for Accreditation in Occupational Hearing Conservation (CAOHC) within 18 months of employment.
- Must receive and maintain current certification by a NIOSH approved training program in spirometry techniques within 18 months of employment.
- Must possess and maintain a valid state-issued Registered Nurse (RN) license.
- Must possess or be able to obtain and maintain a CPR Certificate within one year of employment.
- Must have or be able to obtain CPR teaching certificate within one year of employment.
- This position has a mandatory seasonal influenza vaccination requirement and is, therefore, subject to annual seasonal influenza vaccinations. Applicants tentatively selected for appointment to this position as well as current employees, will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations.
- This position requires pre-employment and random drug testing. This position meets the criteria for random drug testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218. Incumbent is required to sign a DA Form 5019, Condition of Employment for Certain Civilian Positions Identified Critical under the Department of the Army Drug-Free Federal Workplace Program.
- Temporary duty (TDY) or overnight business travel may be required up to 20% of the time.
- Must possess be able to obtain and maintain a valid state-issued driver’s license within 30 days of employment.
- Must possess or be able to obtain and maintain clinical titer testing or proof of immunity for Rubella, Rubeola, and Hepatitis B within three months of employment.
